AfICTA is a private-sector-led alliance of ICT associations, multinational corporations, companies, organisations and individuals in Africa’s ICT sector. The Opportunity
AfICTA is recruiting for two vacant positions: Executive Director and Programme Officer.
The Executive Director will serve as the Chief Executive Officer of the Alliance and Secretary to the Board, providing strategic leadership, strengthening the Secretariat, expanding membership and partnerships, mobilising resources, and advancing AfICTA’s digital policy and programme agenda across Africa.
The Programme Officer, under the supervision of the Executive Director, will support the planning, coordination and implementation of AfICTA’s programmes and activities, including communications, membership, digital platforms, events, meetings, reporting, stakeholder engagement, partnerships and administrative processes.

Role Purpose: To lead AfICTA as a sustainable, high-impact continental platform for digital transformation, policy advocacy, digital skills, innovation, membership growth and inclusive economic development, while ensuring effective Board support, sound governance, strong partnerships and measurable delivery against agreed KPIs.

Ideal Candidate Profile

A strategic, forward-thinking executive who can convert continental digital ambition into practical programmes, partnerships and measurable outcomes.

A resource mobiliser with credible experience securing sponsorships, partnerships, memberships, event income or project funding.

A respected stakeholder convener able to engage Board members, ICT associations, governments, private sector leaders, development partners and global digital governance institutions.

An institution builder who can strengthen Secretariat maturity, establish operating discipline, and develop a performance-oriented team culture.

A persuasive communicator with strong writing, public speaking, lobbying, negotiation and relationship-building capability.

A digitally fluent leader with sufficient understanding of ICT policy, digital transformation, innovation, entrepreneurship, cyber policy, data governance, AI and inclusive development.
Minimum Requirements
-
First degree in arts, social sciences, sciences, business, ICT, public policy, law, economics, communications, international relations or a related discipline.

Minimum of five years’ post-qualification experience, with evidence of senior leadership, executive responsibility, programme leadership or comparable organisational leadership exposure.

Demonstrated experience in stakeholder management, advocacy, policy engagement, partnership development, fundraising, or business development.

Excellent written and spoken English.

Strong digital literacy and ability to oversee communications, virtual collaboration, social media, website-enabled engagement and knowledge platforms.

Demonstrated understanding of Artificial Intelligence (AI) and the ability to effectively leverage AI tools to improve efficiency and productivity in Secretariat tasks, including research, design, documentation, and reporting.
Desirable Qualifications and Advantages

Postgraduate qualifications in business administration, management, public policy, ICT, international development, governance, innovation, law or related discipline.

Working knowledge of French or another African Union language.

Experience with continental or international membership organisations, ICT associations, digital policy forums, development agencies or public-private partnerships.

Evidence of fundraising success, programme innovation, sponsorship packaging, event commercialisation or revenue growth.

Experience representing an organisation in global or regional policy processes such as IGF, WSIS, ICANN, WITSA, AI governance or related digital transformation platforms.

Programme Officer
The Programme Officer, reporting to the Executive Director, will support the Secretariat in the planning, coordination, implementation and reporting of AfICTA’s programmes and activities.
Key areas of responsibility include:
- Programme, project and event coordination.
- Membership administration and engagement.
- Communications, social media, website and digital platforms.
- Meetings, reports, documentation and records management
- Stakeholder and partner engagement.
- Research and support for advocacy and policy activities.
- Administrative and operational support to the Executive Director and Secretariat.
- Effective use of AI and digital tools to improve research, documentation, design, reporting and routine Secretariat tasks.
Minimum requirements: A relevant first degree, relevant experience in programme coordination, administration, communications, ICT or a related field, excellent English communication skills, strong digital literacy and the ability to manage multiple tasks effectively.
